POLICIES AND PROCEDURES

POLICIES
REVISING/APPROVING BY-LAWS
1.       The Rogue Valley Sporting Clays By-Laws will be reviewed and reapproved each new year by the General Membership.
2.       A copy of the By-Laws will be supplied to each member. The membership will have 10 days to submit proposed changes which the Secretary will compile and present to the next General membership meeting for ratification/approval.
3.       The Secretary will have the amended By-Laws ready for distribution within 14 days after their approval.
4.       The By-Laws will be sent by email to those who have an email on record. Copies will be available to any member who requests them.
SETTING MEMBERSHIP FEES
1.       The Executive Committee will review and reset memberships if deemed necessary at least once a year. The recommendation will be put to a membership vote at either a Special or General membership meeting.
2.       Annual membership dues is set at:
$10 for individuals (18 and over)
$15 for families
3.       Dues are due by January 30 of the New Year.
4.       If members join after September 1st of current year the dues will be half of the annual rate for the rest of that year and the next years dues are due by January 30 of the New Year.
SETTING SHOOTING FEES
1.       The Executive Committee will review and reset shooting fees based on target fees at least once a year. The recommendation will be put to a membership vote at either a Special or General membership meeting. 
2.       Shooting fees are set at:
a.  $20 for 100 targets for Sporting Clays members
b.  $25 for 100 targets for JCSA member but not a Sporting Clays member
c.  $30 for 100 targets for  individuals not a member of either JCSA or Sporting Clays
d.  $15 for 100 targets for Juniors (individuals under 18) who are members of Sporting Clays
                                               through family memberships. Juniors that are not members of JCSA
                                               or Sporting Clays will pay the JCSA day-use fee. All Juniors MUST be
                                               accompanied by an adult.
e. 15 cents per bird for extra birds over what is covered above.
DISTRIBUTION OF WORK TICKETS
1.       The Executive Committee will review and reset work ticket distributions at least once a year.
·         Course Manager receives 10 tickets a month for the job and 6 extra tickets a month to be given to helpers .
·         Targets and Loader receives 3 tickets a week for the job and 6 extra tickets a month to be given to helpers.
·         Garbage and station clean-up receives 5 tickets a month for the job.
·         Batteries receives 4 tickets a month for the job.
·         Saturday Public registration receives ½ ticket a Saturday for the job.
CLUB DOCUMENTATION REQUIRED
1.       The RVSC  Secretary will provide to JCSA in January of each new year a current membership list, a year-end financial report from last year and a list of current officers.
RVSC INVITATIONAL SHOOTS
1.       The RVSC Club is allowed up to 4 Invitational Shoots per year by JCSA.
2.       Date must be provided to JCSC as earlier as November but no later than January.

 
PROCEDURES
PAYMENT OF YEARLY DUES
1.       Dues are to be placed in an envelope stamped DUES provide under the cash box in the JCSA office.
2.       The envelope will be the proof of payment. A receipt will be provided on request.
DUTIES OF THE COURSE MANAGER
A.      Responsibilities of the course include:
  1. Setting targets
   2. Stocking birds
   3. Trap maintenance
   4. Weed and brush control
   5. Trash removal
   6. Road maintenance
   7. Equipment maintenance including truck, cart, totes, stations, etc.
B.      Sub-jobs have been created to help complete the course maintenance
  1. Target Loader
       a. Fill the totes and load the carousels at least once a week.
  2. Trash and station cleanup
       a. Pick up trash around the stations and empty the garbage can once a week
  3. Battery maintenance
      a. Test all batteries at least once a month
DUTIES OF THE SECRETARY
A.      Complete and distribute minutes of Board meetings within seven (7) days.
B.      Complete and distribute minutes of General meetings within seven (7) days.
C.      Tape all meetings and hold at least one year. Tapes are not deemed to be the Official minutes.
D.      Full fill other duties specified by the By-Laws.
